When a post claims that crime has “surged”, that a danger is at a “record high”, or that a behaviour “doubles your risk”, the most important number is often the one that is missing. These claims depend on a baseline: the starting level against which change is measured. Without that baseline, readers can be persuaded by the direction of a trend without understanding its size, significance or context.

Consider three headlines:

  • Crime is up 25%.
  • Knife offences are at a record level.
  • This exposure doubles your risk.

All three sound alarming. Yet none tells the reader the starting point.

A rise from 4 incidents to 5 is also a 25% increase. A “record level” may refer to a dataset that began only a few years ago. A doubled risk may mean moving from a 1-in-10,000 chance to a 2-in-10,000 chance. The direction of change is real, but the scale can be misunderstood when the baseline remains hidden. Research on risk communication consistently finds that people interpret relative changes as more important when baseline information is omitted. Why “Highest Since” Can Mislead

The phrase “highest since” sounds objective, but it hides a crucial question: why that starting year?

Suppose a statistic is described as the highest since 2019. That framing quietly excludes everything before 2019. If the series reached much higher levels in 2005, the phrase creates a stronger impression than a longer historical comparison would.

  • Why was that particular year chosen?
  • What happens if the comparison goes back further?

How Relative Risk Makes Small Dangers Look Large

Risk claims frequently rely on relative rather than absolute comparisons.

Relative risk describes proportional change. Absolute risk describes the actual chance of an outcome occurring.

Whenever you encounter a risk claim, ask:

  1. What is the original level of risk?
  2. How many people are affected in absolute numbers?
  3. Is the change large in practical terms or only in percentage terms?
  4. Over what period was the risk measured?

If those questions cannot be answered, the claim is incomplete.

Once the baseline is restored, the meaning of a claim often becomes clearer. A surge may be modest. A record may be recent rather than historic. A doubled risk may still be rare. Conversely, some risks remain serious even after context is added. The goal is not to minimise problems but to understand them accurately.
